NOTIFICATION OF MARINE EVENT ON THE SAVANNAH RIVER, SAVANNAH, GA

The Coast Guard is establishing special local regulations on the Savannah River in Savannah, Georgia during the Savannah Tall Ships Challenge. Beginning on May 3, 2012, participating vessels will moor at the downtown Savannah River waterfront, along the right and left descending banks of the Savannah River. The vessels will remain moored at these locations until May 7, 2012. On May 7, 2012 between 11:40 a.m. and 3 p.m., vessels participating in the Savannah Tall Ships Challenge will transit the Savannah River from their mooring locations to a staging area, where they will congregate before heading to the next port in the 2012 Tall Ships Challenge. The vessels are scheduled to depart the staging area on May 7, 2012 between 3 p.m. and 4:30 p.m. The special local regulations establish the following three regulated areas.

(I) Mooring Zones. All waters of the Savannah River within 25 yards of vessels participating in the Savannah Tall Ships Challenge while such vessels are moored. The mooring zones will be enforced from 10:30 a.m. on May 3, 20 12 until 3 p.m. on May 7, 2012.

(2) Buffer Zones. All waters of the Savannah River within 200 yards of vessels participating in the parade of sail for the Savannah Tall Ships Challenge as they transit from their mooring locations to the staging area. The lead vessel will be the Coast Guard's tall ship "EAGLE" and the last vessel in the parade of sail will be the tugboat "THEODORE". With the exception of the "EAGLE", all of the vessels will be getting undenvay beginning at approximately 10:00 a.m. and will transit to pre-designated locations west of the Talmadge Memorial Bridge in preparation for the parade of sail. All vessels transiting this area are urged to exercise caution. The buffer zones will be enforced from II :30 a.m. until 3 p.m. on May 7,2012.

(3) Staging Area. All waters within a one nautical mile radius of position 31 °59'30"N 800 42' 55''W. The staging area will be enforced from 11 :30 a.m. until 4:30 p.m. on May 7, 2012.

The Savannah Tall Ships Challenge's special local regulations will be enforced from 10:30 a.m. Thursday, May 3, 2012 through 4:30 p.m. Monday, May 7, 2012 and are issued under the authority of Title 33 Code of Federal Regulations Part 100.35. These special local regulations are necessary to provide for the safety oflife and property on the navigable waters of the United States during the event.

Entry into the regulated areas by any person or vessel is prohibited unless otherwise authorized by the Captain of the Port (COTP) Savannah or designated Patrol Commander. If entry is authorized, all persons and vessels must obey any direction or order of the Coast Guard. The on scene Patrol Commander may be contacted on VHF-FM channel 16. Channel 13 will also be monitored for any concerned traffic.
